April 28 – 13 extremists have been detained by militia officers in Kharkiv. These people were posing as "supporter of the federalization" of Ukraine. Special devices, bats, helmets, smoke puff charges, "Molotov cocktails" were confiscated from them.

April 28 – In Russia access is denied to a range of Ukrainian websites.

April 28 – Separatists are planning to exchange captured officers from "Alfa" special unit of Security Service of Ukraine (SSU) for their accomplices (separatists) who were detained before.

April 28 – Within the anti-terrorist operation (ATO) the SSU managed to establish a real name of the officer of Russia's Main Intelligence Department who is known in Ukraine as Ihor Strielkov. The real name of the coordinator of terrorist interventions in Sloviansk is Igor Vsevolodovych Girkin. He is a Russian national, colonel, born on December 17th, 1970, passport of a Russian citizen No. 4506460961, registered in Moscow at the address: Apt. 136, 8b Shenkurskii passage. Girkin-Strielkov has ordered the abduction of OSCE monitors, reports SSU.

April 28 – From his handler in Moscow, Igor Perepechaienko, who is a separatist from Sloviansk, has received 19,000 USD and a telephone conversations encrypting device to be used by the intelligence and subversive group of the Main Intelligence Directorate of the General Staff of Russia Armed Forces. The leader of the subversive group is "Strielok", Russian citizen Girkin (Strielkov). Perepechaienko was detained at the Donetsk airport on his way back from Moscow to Ukraine, informs SSU.

Kerry: U.S. Taped Moscow's Calls to Its Ukraine Spies

The secretary of state claimed in a private meeting that the U.S. intelligence community has recordings of pro-Russian forces being managed by government handlers in Moscow.

The United States has proof that the Russian government in Moscow is running a network of spies inside eastern Ukraine because the U.S. government has recordings of their conversations, Secretary of State John Kerry said in a closed-door meeting Friday.

"Intel is producing taped conversations of intelligence operatives taking their orders from Moscow and everybody can tell the difference in the accents, in the idioms, in the language. We know exactly who's giving those orders, we know where they are coming from," Kerry said at a private meeting of the Trilateral Commission in Washington. A recording of Kerry's remarks was obtained by The Daily Beast.

Kerry didn't name specific Russian officials implicated in the recordings. But he claimed that the intercepts provided proof of the Russians deliberately fomenting unrest in eastern Ukraine-and lying about it to U.S. officials and the public.

"It's not an accident that you have some of the same people identified who were in Crimea and in Georgia and who are now in east Ukraine," said Kerry. "This is insulting to everybody's intelligence, let alone to our notions about how we ought to be behaving in the 21st century. It's thuggism, it's rogue state-ism. It's the worst order of behavior."

Representatives for the State Department and the Office of the Director of National Intelligence did not respond to requests for comment.

Kerry has asserted publicly before that Russian intelligence officers were the "catalyst" behind the riots and government building takeovers in eastern Ukraine. But on Friday he told the private audience why he-and the U.S. intelligence community-were so sure of this assessment.

If U.S. intelligence agencies have intercepted proof of Russia's destabilization operations, as Kerry claims, it means that the code-breakers and eavesdroppers in the National Security Agency and the broader American armed forces have overcome Russian efforts to hide their military communications. In March, the Wall Street Journal reported that U.S. agencies were surprised that it had not collected any telltale signs of the Crimea stealth invasion at the end of February, suggesting the Russians had managed to give such orders without the United States knowing about it.

The intercepts also come as more proof has mounted inside Ukraine that Russia is behind the provocations, uprisings and other actions aimed at ripping the country apart. On Monday Ukraine's internal security service claimed they caught the self appointed separatist deputy mayor of Slavyansk with cash and encryption equipment on a return trip from Moscow. Last month, The Daily Beast reported the first signs of a Russian shadow invasion of Ukraine, noting Ukrainian arrests in eastern cities of people suspected of espionage.

The U.S. European Command relies primarily upon the RC-135 Rivet Joint to vacuum up electronic communications from Russia. These jets-variants of the Boeing 707 model-are equipped with advanced sensor and signal intercept packages. The other primary spy plane used by U.S. Navy to eavesdrop on such communications is the EP3, flown out off U.S. naval stations in Rota, Spain and Sigonella, Italy. The EP3 is the same spy plane grounded by the Chinese military at the beginning of the George W. Bush administration in 2001.

The Russians are also listening in on the conversations of Ukrainian and Western officials. U.S. intelligence agencies believe that Russia has been behind a spate of such intercepted telephone conversations leaked out on the Internet andpublicized by Russian state media. Traditionally the Russians use their own Beriev A-50 surveillance and early-warning aircraft to spy on the communications of its adversaries.

Kerry previewed to the group of influential world leaders Monday's announcement that the Obama administration is adding a group of Russian officials, businessmen, and institutions to its sanctions list. He gave new details about the administration's planning of economic assaults on broad sections of the Russian economy that the U.S. would impose only if Vladimir Putin decides to launch an all-out invasion of eastern Ukraine.

"I'm not convinced he's made the decision to cross the line with his troops because then it's absolutely no question that its full force sector sanctions, energy, banking, finance, technology, arms, you name it, they are all on the table," Kerry said. "We are trying to find a way to do sector sanctions so it is minimal negative impact on Europe and Canada and the U.S. but maximum impact on Russia. We believe there is a way to do sector sanctions with a scalpel, not a sledgehammer."

Kerry said that he believes there is discord within the camp surrounding Putin and that Putin is now feeling pressure to relinquish his policy of aggressively interfering inside Ukraine.

"There's a hardcore group around President Putin and the hardcore group... and they are pushing him forward, and then you've got a group of economic people that are urging caution," said Kerry. ""Already I know that people close to him aren't happy."

Among those increasingly unhappy with Putin these days is the government of China, according to Kerry.

"The Chinese are very nervous about what Russia is doing. We have talked to the Chinese about it. There are obvious reasons that China is concerned about it," he said.

The Europeans share some of the blame for exacerbating the tensions inside Ukraine late last year, according to Kerry's version of events.

"Some folks in Europe made mistakes, the association agreement became too much of an East-West tug of war. It shouldn't have been," Kerry said.

Kerry expressed anger and despair at Russian Foreign Minister Sergei Lavrov. The Secretary of State accused his Russian counterpart of lying to him about Russia's willingness to abide by an international agreement to de-escalate the Ukraine crisis.

"Right now there is not a negotiation; there is a confrontation. I'm sad to report I've never seen such a complete, miserable, unaccountable, disgraceful walk away from a set of promises and understandings than what has taken place," Kerry said. "I've had six conversations with Lavrov in the last weeks. The last one was Kafka-esque, it was other planet, it was just bizarre. Nobody is better at telling you that red is blue and black is ... That's what we are dealing with."

Hinterhältige Vertragsstrafe

Gazproms Tricks in der Ukraine

Moskau Russland erhöht im Erdgas-Konflikt mit der Ukraine nochmals den Druck auf Kiew. Wie ein Gazprom-Vertreter am Donnerstag mitteilte, verlangt der staatlich kontrollierte Erdgasproduzent von seinem ukrainischen Pendant Naftogaz 11,4 Mrd. $ – zusätzlich zu den bereits angehäuften Schulden für Erdgaslieferungen über 2,2 Mrd. $. Eine entsprechende Rechnung habe Gazprom diese Woche verschickt. Der neue Milliardenbetrag ist eine Strafe für Vertragsverletzungen aus dem Jahr 2013: Laut Gazprom hat Naftogaz vergangenes Jahr nur 12,9 Mrd. m³ statt der im Vertrag vereinbarten Mindestmenge von 41,6 Mrd. m³ bezogen. Gazprom schliesst mit seinen Kunden "Take or pay"-Verträge ab, wonach bei Unterschreiten der Mindestabnahme eine Strafe fällig wird. Bereits für 2012 forderte Gazprom 7 Mrd. $, welche Naftogaz aber nicht bezahlte.

Die Ukraine hat 2013 ihren Erdgasverbrauch um 8% auf 50,4 Mrd. m³ gesenkt. Zur Deckung des Bedarfs musste sie 25,8 Mrd. m³ von Gazprom importieren, 21% weniger als 2012. Gazprom hat allerdings einiges dazu beigetragen, dass die staatliche Naftogaz die Mindestmenge nicht ausschöpfte: Der russische Konzern verkaufte nämlich parallel 12,9 Mrd. m³ Erdgas an die private ukrainische Ostchem, die damit 62% mehr importierte als 2012 und schlagartig zu einem mit Naftogaz gleichrangigen Importeur aufstieg. Ostchem kam für die Importsteigerung überdies in den Genuss eines Preisnachlasses auf 260 $ je 1000 m³, während Naftogaz für sein Erdgas knapp 400 $ zahlen musste.

Wenig verwunderlich gewann Ostchem so Marktanteile auf Kosten von Naftogaz. Kontrolliert wird das Unternehmen vom ukrainischen Magnaten Dmytro Firtasch, einem der reichsten Männer des Landes. Firtasch ist Miteigentümer der umstrittenen Gesellschaft RosUkrEnergo, die als alleiniger Zwischenhändler von 2006 bis zum Gasstreit von 2009 unter anderem russisches Erdgas in die Ukraine leitete. Mitte März dieses Jahres wurde er in Wien unter anderem wegen Verdachts auf Bestechung festgenommen.

Russlands Präsident Wladimir Putin hatte schon Mitte April in einem Brief an die Staats- und Regierungschefs der EU argumentiert, die Ukraine habe in der Vergangenheit ihre Mindestabnahmepflicht verletzt, und bezifferte die dafür fälligen Strafen auf 18,4 Mrd. $ (die Summe für 2012 und 2013, wie sich nun herausstellt). Ohne Einigung drohen Kiew in den kommenden Jahren weitere Bussen: Der gegenwärtig gültige Liefervertrag zwischen Gazprom und Naftogaz stammt von 2009 und läuft über zehn Jahre.

Währenddessen wird russisches Erdgas für Naftogaz immer unattraktiver. In den vergangenen Wochen hatte Gazprom zwei Rabatte für Kiew gekündigt und so den Preis um 81% auf 485 $ je m³ heraufgesetzt. Ausserdem fordert der russische Staat die Rückzahlung eines der Rabatte. Aus Protest bezahlt die finanziell angeschlagene Naftogaz seither keine Rechnungen mehr, was Russland zu der wiederholten Drohung veranlasste, künftig Vorauszahlungen zu verlangen. Russland, die Ukraine und die EU versuchen, ein Krisengespräch zu vereinbaren.

27. april. – U Artemovsku je bio pokušaj zauzeća kod vojnih magacina – pokušaj se završio porazom separatista.

27. april. – Ruski mediji javljaju o trojici oficira ukrajinskih specijalnih snaga "Alfa" SB Ukrajine zarobljenim od strane separatista, koji su spremni da ih razmene za privedene ranije teroriste.

27. april. – Zarobljene u Slovjansku vojne inspektore OEBS pokazali su novinarima. Jedan od inspektora pukovnik Aksel Šnajder rekao je da ne zna ništa o mestu boravka 5 ukrajinskih vojnih lica koja su pratila misiju inspektora. Predvodnik separatista Slovjanska Vjačeslav Ponomarjov izjavio je ranije da želi razmeniti "inspektore-vojne zarobljenike" za privedene ranije separatiste i svog nestalog zamenika Igora Perepečajenka.

27. april. – Tri moćne grupe ruskih trupa stavljene su u potpunu borbenu gotovost kod ukrajinskih granica. Takvo kretanje trupa "Sever", "Centar" i "Jug" svedoči o njihovim pripremama za "nešto", − ukrajinski admiral Igor Kabanenko. Prema proceni oficira, u najbliže vreme moguće su 2 varijante razvoja događaja. Kao prvo, nastavak "ljuljaške" kod naših granica u cilju provociranja i u cilju zastrašivanja, uz istovremeno širenje zona nestabilnosti uz korišćenje ruskih specijalaca (diverzanata).

Kao drugo, prema mišljenju Kabanenka, ovo može da bude invazija pod izgovorom sprovođenja "mirovne operacije" u cilju osvajanja Dnjepropetrovska, Odese, Kijeva, okupacije odgovarajućih teritorija Ukrajine.

27. april. – Sankcije koje svetska javnost uvodi protiv rukovodstva RF i u tom broju Vladimira Putina, neće da ga zaustave, − bivši predsednik JUKOS-a, "zatvorenik savesti" Mihail Hodorkovski. Već u ponedeljak administracija predsednika SAD Baraka Obame može da objavi nove sankcije protiv Rusije i ličnih finansijera Putina.

28 kwietnia – W Charkowie milicja zatrzymała 13 ekstremistów, którzy udawali "zwolenników federalizmu". W zatrzymanych skonfiskowano specjalne urządzenia, kije baseballowe, hełmy, pakiety wybuchowe, "koktajle Mołotowa" etc.

28 kwietnia – W Rosji zamknięto dostęp do szeregu ukraińskich stron internetowych.

28 kwietnia – Separatyści planują wymianę porwanych oficerów jednostki specjalnej "Alfa" SBU na wcześniej zatrzymanych wspólników.

28 kwietnia – Służba Bezpieczeństwa Ukrainy ustaliła prawdziwe nazwisko funkcjonariusza Głównego Urzędu Wywiadowczego Rosji, działającego na Ukrainie pod nazwiskiem Igor Strielkow. Prawdziwe nazwisko koordynatora aktów terrorystycznych w Słowiańsku – Igor Wsiewołodowicz Girkin, obywatel Federacji Rosyjskiej, pułkownik. Urodził się 17 grudnia 1970 r. Perepeczajenko został zatrzymany na lotnisku w Doniecku, kiedy wracał z Moskwy.

28 kwietnia – W poniedziałek, około 12:00 prezydent Charkowa Giennadij Kernes został postrzelony w plecy. Jest ranny, przeżył operację. Strzał w ofiarę był wykonany z karabinu snajpera, ulokowanego w pobliskim lesie.
